The Global Sovereign AI Opportunity: Exploring the Impact of Open Source in Public and Private Sector Sovereign AI Innovation and Competitiveness

Inspired by the emergence of DeepSeek to change the innovation landscape, this study will deploy both qualitative and quantitative methodologies to engage technology stakeholders and strategists to better understand sovereign AI trends and opportunities within and beyond the nation-state context. It will explore the extent to which leaders across government (federal, state/provincial, municipal) and enterprise (Fortune 500, SMEs, startups) are adopting open source AI technologies to create sovereign AI systems that are uniquely tailored to the entities’ use cases to achieve competitive advantage and business value, and give an understanding of related barriers to implementation (computational resources, datasets, team member skills, ethics, and standards).

LF AI & Data is hosting a three-part webinar series across different time zones to engage a global audience on this important topic. Moderated by Hilary Carter of LF Research and Anni Lai of Futurewei, each webinar will host 4-5 panelists with expertise on AI and open source technologies.

    • Hilary Carter, SVP Research at The Linux Foundation
      • Hilary Carter joined the Linux Foundation in 2021 to launch and lead LF Research, established to deliver empirical insights into open source trends, opportunities, and challenges. Prior to joining the Linux Foundation, Hilary led a global, syndicated research institute focused on blockchain technology based in Toronto, Canada. She has authored and led nearly 200 research projects focused on open source innovation and its adoption across industries. Hilary holds a Master of Science in Management from the London School of Economics, and holds dual Irish and Canadian citizenship.

    • Vincent CaldeiraCTO of Red Hat in APAC
      • Vincent Caldeira, CTO of Red Hat in APAC, is responsible for technology strategy and emerging technology engineering. Named a Top 10 CTO in APAC by Technology Magazine in 2023, he has 20+ years in IT, excelling in technology transformation in finance. An authority in open source, cloud computing, and digital transformation, Vincent frequently speaks on Data Analytics, AI/ML, Digital Sovereignty and IT sustainability. He is a Technical Advisor to Linux Foundation OS-Climate, a member of the GSF Green AI Committee, a Technical Oversight Committee Member at the FinTech Open Source Foundation (FINOS) and a member of the CNCF TAG Sustainability, leading the work on sustainable cloud-native AI architecture.
    • Marc Lijour, FinTech Innovation at Exaion
      • Marc Lijour is an entrepreneur, researcher, and educator on a mission to unlock human potential in an increasingly complex and fragmented world where data and intelligence are our most precious assets and compute power is the key to sovereignty. He joined Exaion to provide enterprise, public sector, and non-profit organisations with cutting-edge, sustainable technological solutions to accelerate, automate, and secure data processing. Marc is sharing his knowledge and passion for open source and innovation with his MBA students at International Business University, the IEEE Blockchain community, and startup founders at the Creative Destruction Lab (CDL).
    • Jerry Cuomo, Fellow at IBM
      • Jerry is a retired IBM Fellow with more than 38 years’ experience as a software innovator and open-source advocate. He currently lectures at North Carolina State University and leads Wild Ducks, LLC, where he consults, develops, and secures intellectual property in trustworthy AI, blockchain, and cybersecurity. He holds more than 100 U.S. patents. Among his most notable is the “Someone is typing…” indicator, now used billions of times daily in instant messaging. Jerry is the author of the Think series, which includes Think Blockchain and Think Artificial Intelligence as well as co-author of Blockchain for Business and The Art of Automation. Jerry’s latest book, Open Source AI, is set to be published in the summer of 2025. 
    • Eugene Cheah, CEO at Featherless.AI, Co-Lead for RWKV project under Linux Foundation.
      • My goal is to ensure AI is made accessible to everyone, regardless of language, or status.
        And that has led me to work on both Open Source foundation models, inference platforms, and advisory to various groups, on their national AI strategy. My journey into AI began serendipitously through experimenting with GPUs, but it proved to be a fortunate detour from my roots in software development and infrastructure, allowing me to amplify my impact more than I ever imagined.
